Bush admin­is­tra­tion lawyers con­tend­ed last year that the pres­i­dent was­n’t bound by laws pro­hibit­ing tor­ture and that gov­ern­ment agents who might tor­ture pris­on­ers at his direc­tion could­n’t be pros­e­cut­ed by the Jus­tice Department.
